What is the ruling on one who abandoned the Sunnah prayer before Dhuhr and sufficed with praying only two rak'ahs after it?

It is recommended for Muslim men and women to perform many supererogatory acts of worship (nawafil) to compensate for any deficiencies in their obligatory duties (fara'id), and because they are a reason for Allah's love for His servant, as stated in the Qudsi : "My servant continues to draw near to Me with supererogatory acts until I love him..." And whoever intentionally abandons the (recommended) prayer before Dhuhr does not commit a sin, but he misses out on much good. However, consistently abandoning the sunan (plural of sunnah) is considered a deficiency in one's religious practice.
