The answer

The questioner is permitted to give her zakat on wealth to her poor and needy household members, excluding her parents and children. It is a condition that she transfer ownership of it to them. If she wishes to pay the zakat in monthly installments, this must be done during the year (in advance), and it is not permissible to delay zakat after it becomes due. As for her parents and children, she is not permitted to give them zakat because their maintenance is obligatory upon her. If she intends to give the zakat from the amount paid as a monthly installment, and the beneficiary is eligible for zakat, then it is permissible to count it from her zakat, whether paid in advance or at the completion of the year. However, if she did not intend that at the time of disbursement, or if the beneficiary was not eligible for zakat, then it does not count as zakat.
