Are evil and good, and the actions of His servants, whether disobedience or obedience, included among the things of which God is the Lord?

Good and evil, and the actions of servants, whether obedience or disobedience, are all created by Allah Almighty, as stated in His saying: "Say, 'Allah is the Creator of all things, and He is the One, the Irresistible.'" (Quran 13:16), and "Allah is the Creator of all things, and He is over all things a Disposer of affairs." (Quran 39:62), and "That is Allah, your Lord, the Creator of all things; there is no deity except Him. So how are you deluded?" (Quran 40:62).
