How can the apparent understanding of the Hadith of Descent and the descent of angels and Jibreel on Laylat al-Qadr be reconciled, taking into account the supreme example of Allah Almighty, and is the last third of the night better than Laylat al-Qadr?

Allah, the Most High, descends every night to the lowest heaven in a manner befitting His majesty, as stated in the Hadith of Abu Hurairah: "Our Lord, Blessed and Exalted is He, descends every night to the lowest heaven when the last third of the night remains, and He says: 'Who is there that supplicates to Me, so I may answer him? Who is there that asks of Me, so I may give him? Who is there that seeks My forgiveness, so I may forgive him?'" This descent does not resemble the descent of created beings, for there is nothing like unto Him. The last third of the night is the best time throughout the year for Allah's descent, His answering, and supplication, and Laylat al-Qadr (the Night of Decree) is generally the best night of the year.
