How does God's descent to the lowest heaven in the last third of the night accord with the varying times of night around the world? Does this mean that God is in the lowest heaven 24 hours a day, or is what is meant a day with God being as a thousand years of what we count?

Al-Bukhari narrated that the Prophet, peace and blessings be upon him, said: "Our Lord, Blessed and Exalted is He, descends every night to the lowest heaven when only the last third of the night remains, saying: 'Who supplicates Me, so I may respond to him? Who asks Me, so I may give to him? Who seeks My forgiveness, so I may forgive him?'" The texts are general for the entire Ummah, so the divine descent occurs for those who are in the last third of the night. The divine descent is not like the descent of a creature, and His (Allah's) saying, exalted be He: "There is nothing like Him whatsoever, and He is the All-Hearing, the All-Seeing." The divine descent for each people is for the duration of the last third of their night, and its duration varies with the variation of the night in different places.
