Is it permissible to vow to God to marry a specific person, and would such a vow be fulfilled, and what are the conditions for a vow?

A Muslim woman should fear Allah the Almighty, and be patient and rely on Him. She should also frequently supplicate and seek forgiveness, for whoever persistently seeks forgiveness will be granted by Allah relief, a way out, and provision from where they least expect. A vow does not bring about anything that Allah has not already decreed; rather, it aligns with destiny and makes the stingy person give. Taking a vow is disliked, but if one vows an act of obedience to Allah, it is obligatory to fulfill it. If the vow is conditional upon something, it is obligatory to fulfill it when that condition occurs. A vow is a commitment by a legally responsible Muslim to an act of worship to Allah that is not originally obligatory. It is a condition that the one making the vow be a legally responsible Muslim, and that the vowed act be an act of obedience to Allah. Vowing an act of disobedience or something that is originally obligatory is not permissible.
