Is it permissible for my brother to take his money from social security, given that he does not need it since he lives in a psychiatric hospital?

The fact that the brother who receives from the الضمان (social security) fund does not need it does not affect the permissibility of what he is given. He owns it, and his guardian should preserve it for him if his mental illness has deprived him of his intellect and sound judgment.
