What is the ruling on repeatedly missing the Fajr prayer, and what is the ruling on delaying its make-up by several minutes, then menstruating during the make-up, and will the repentance of the one who does this be accepted and will she be forgiven?

Among the greatest acts by which a servant can draw near to his Lord is to perform what He has made obligatory upon him, and prayer is the most emphasized of these. Allah Almighty has indeed prescribed it at specific times, and it is not permissible to delay it beyond its time. Allah Almighty says: "Indeed, prayer has been decreed upon the believers a book at specified times." And Allah has threatened those who neglect it with punishment. So, whoever intentionally neglects the Fajr prayer or any other prayer is sinful and deserves Allah's punishment. It is obligatory upon a Muslim to maintain prayer at its prescribed time. And whoever is overcome by sleep and misses its time, and does not make it up immediately without an excuse, is sinful according to the majority of scholars.

This is based on the saying of the Prophet, peace and blessings be upon him: "Whoever forgets a prayer, or sleeps through it, its expiation is to pray it when he remembers it."

And whoever delays making up a prayer by a few minutes without an excuse is sinful thereby, and he must make it up immediately, along with repentance and seeking forgiveness.
