What is the ruling on a wife migrating to a Muslim country in pursuit of Sharia knowledge and to preserve her faith, given her husband's refusal, as he is unconcerned with the matter and neglects his prayers due to business, and considering the presence of two children and the wife's decreasing religiosity due to the abundance of temptations in her country?

Seeking religious knowledge is an obligation. With the availability of modern educational tools, migration is no longer necessary. It is not permissible to remain in a place where there is a strong likelihood of religious tribulation (fitna). Migration from lands of disbelief and sin is permissible. If you fear for yourself and your children concerning religious tribulation, try to persuade your husband to migrate to a country safe for your religion. If he insists on staying and tribulation occurs, then he is not to be obeyed in that matter. If you are forced to stay, then fear Allah and strive to avoid the causes of tribulation. Advise your husband and warn him against neglecting prayer. If he does not heed the advice, then it is better to seek a divorce.
