What is the ruling of Islamic law regarding one who swore an oath by divorcing his two wives that he would not go to a certain place, then went there; and is he considered divorced from them?

This oath is a form of conditional divorce (talaq (definition) mu'allaq), and divorce occurs upon the fulfillment of the condition according to the majority of scholars. Since the husband broke his oath by going, his two wives are divorced. He can take them back (raj'a) as long as they are within their 'iddah (definition) (waiting period) if it was a first or second divorce. Divorce occurs, according to those who affirm it, if the swearer did not have an intention to specialize or restrict his oath, because intention specializes the general and restricts the absolute if the wording is suitable for it.
