Is a man who committed li'an entitled to claim the mahr?

A man is not entitled to claim the Mahr (dowry) after Lian (oath of condemnation) if the wife has been consummated, rather she is entitled to the full Mahr. This is based on the Prophet Muhammad's (peace be upon him) statement to the couple engaged in Lian: "You have no right to any money. If you were truthful about her, then that is for what you have made lawful of her private parts. And if you were a liar about her, then that is even further from you."
However, if she has not been consummated, the man has the right to reclaim half of the Mahr if she had taken all of it from him, and this is the view of the majority of scholars.
