The question

Is it permissible for the girl's guardian to take a certain percentage or amount from his daughter's dowry to help with the expenses of marriage, such as by requesting a higher dowry (for example, 25,000 riyals instead of 20,000 riyals) with the intention that the extra 5,000 riyals are for expenses and not for the girl, without the husband's knowledge of this division?

The answer

It is permissible for the father to stipulate to the groom that the wedding expenses be his responsibility. If this is the established custom, or if it is stipulated to the groom, then the wedding costs are his. However, if there is no custom or stipulation, then they are the responsibility of the wife, and her guardian may spend from her dower (mahr) with her consent.
