The answer

If the conditions for a valid marriage are met, namely offer and acceptance, then the marriage is valid and its effects are established, and the delay in its documentation does not affect its validity. However, if offer and acceptance do not occur, the matter does not go beyond the stage of engagement. If the practice in a particular country is that the legal effects of a marriage are not recognized unless it is officially documented, then this must be observed; to preserve rights and eliminate doubt, and not because the contract is not religiously valid.
