Is the husband considered unjust to his wife if he stipulated that she live with his mother before marriage, and she agreed, then he married his ex-wife and she stipulated independent housing, and he agreed to it, but he refused to provide independent housing for the first wife, citing the prior contract and agreement? And what is the ruling of Islamic law on that?

The condition of providing a separate dwelling for the other wife does not contradict justice between wives. The wife should treat her husband kindly and help him honor his mother, for there is a great reward in that.
