Is the husband sinful for delaying the payment of the remaining dowry (one thousand dinars of gold), and is he obligated to pay it at the value of one thousand dinars at the time of agreement or at its current value?

It is not permissible for the husband to refuse to pay the remaining dowry, as it is a debt obligatory upon him. Allah Almighty says: "And give women their dowries as a free gift." He is not permitted to procrastinate if he is well-off, for the procrastination of the rich is injustice. However, if he is in straitened circumstances, then he must be given respite. The husband is obligated to pay the amount agreed upon at the time of the contract. If what was intended was gold, then he is obligated to pay the equivalent of one thousand dinars in gold at its price at that time. If what was intended was money, then he is obligated to pay only one thousand dinars, without considering its value in gold or the difference in value. If there was no specific intention, then reference is made to the local custom of the country.
