Documenting the marriage contract is a legal procedure that has no bearing on the validity of the marriage. Specifying the marriageable age for women as eighteen years is contrary to Islamic law, and it is permissible to marry a young girl. More than one scholar has narrated a consensus on this matter. There is no sin in violating such laws that contravene Islamic law if no harm is anticipated.
