What is the ruling concerning the marriage of a Muslim woman who has no guardian (wali) to a Muslim man, by her entrusting one of the upright Muslims (al-ʿudūl) to conclude the contract and register it in writing until it is certified by the court?

If a woman from the People of the Book embraces Islam, but her husband does not, and her expires, her marriage to him is dissolved from the time of her conversion, and she is permitted to marry someone else. The iddah for a menstruating woman is three menstrual cycles, and for a non-menstruating woman, it is three months. If she does not have a Muslim guardian (wali), the judge is the one who marries her. If there is no Sharia judge, then a trustworthy Muslim man may marry her with her permission. The questioner is advised to present his case to scholars whose religious commitment and knowledge are trusted.
