A suspended divorce counts as two divorces if the prohibited act is repeated twice, along with the oath of divorce. A husband's prohibition (tahrim) is neither a divorce nor a Dhihar. The more cautious approach is to offer an expiation for an oath (kaffarat ). It is advised to live with your husband in kindness and counsel him to repent from drugs. If he does not repent, then it is preferable to separate from him through divorce or khul'.
