Is it permissible to use funds donated for Iftar meals for fasting individuals to purchase food for Suhoor and Iftar without verifying that the beneficiaries are actually fasting?

The funds donated for feeding poor Muslims are distributed to everyone who requests them for assistance in fasting, without investigating the truth of their claim, as long as they are Muslim. If, as they claim, they are a poor Muslim who needs something to help them fast, then the matter is clear. Otherwise, their sin is upon themselves. The lack of obligation to investigate the truthfulness of the recipient of charity and the acceptance of the charity is indicated by the hadith (definition) of the man who gave charity to a rich person, a prostitute, and a thief, and his charity was accepted. This is conditioned on the person not showing signs indicating that they are not poor or not among those who fast.
