Yes, it is permissible to feed a fasting person as part of the expiation for an oath (kaffarat al-), provided that the person is needy (miskin) and not wealthy. This is based on the Almighty's saying: "Its expiation is the feeding of ten needy persons." And it is obligatory to feed ten needy persons; it is not valid to feed one needy person ten times.
