The answer

The age of adolescence is close to puberty, and a boy is not held accountable until he reaches puberty. If a young man reaches puberty, his love for foreign women has two cases: either it is unintentional on his part, and if it does not lead him to something forbidden, he will be rewarded for his patience; or it is by his choice and effort, and this is not permissible in Islam. As for masturbation during fasting, if he was ignorant that it is forbidden and breaks the fast, the preponderant opinion is that his fast is not invalidated. However, if he was aware of its prohibition, then his fast is invalidated, even if he was ignorant that it breaks the fast, because he is obligated to abstain from what he knows to be forbidden.
