It is impermissible to emigrate from Muslim lands to non-Muslim lands for one who cannot practice the rituals of his religion or fears falling into tribulation. However, if he is secure and able to practice his religion, then travel is not forbidden. Nevertheless, it remains preferable to stay among Muslims and reside in their lands.
