The ruling on assisting someone to travel to lands of disbelievers varies according to your knowledge of the traveler's situation. If you know that the travel is permissible, then assistance is allowed. However, if you know or strongly believe that the travel is not permissible, then assistance is not allowed, based on the Almighty's saying: "And do not cooperate in sin and aggression." But if you do not know the traveler's situation or are in doubt about it, then assistance is not forbidden.
