There is no sin for mere thoughts and fleeting notions without dwelling on them. However, a Muslim should not occupy their mind with what does not benefit them in this world or the hereafter, especially if the thoughts are about a non- woman. The fast may also be invalidated by the emission of semen when desire is aroused.
