The harms of residing in disbelieving countries are greater than the harm of giving a bribe out of necessity in Muslim countries. With regard to the details concerning giving a bribe to obtain a permissible job for which the applicant is qualified and no one else is more deserving, there is no harm in paying money if obtaining the job depends on it.
