The preponderant and fatwa (definition)-sanctioned opinion is the obligation to cover the face, not just the head, especially if there is a fear of temptation (fitna). Thus, the wife must cover her face in places where there are non-mahram (definition) men, whether in a park, a car, in European countries, or elsewhere. However, if she is in a place free of non-mahram men, such as if they are in the car or alone in a park, there is no objection to her uncovering her face.
