And what is the ruling on benefiting from this surplus food? And what is the ruling on feeding livestock and chickens with bread designated for individuals and disbursed with ration cards?

Workers must repent and seek forgiveness for intentionally ordering food in excess of the hospital's needs. The person responsible for ordering it must guarantee its value by paying it to the entity that paid the price. It is not permissible to eat from it except by guaranteeing its value to the hospital, and if that is not possible, then by donating its value to the poor and for charitable causes. As for food that increased by اتفاق (agreement/coincidence) without intentional excess, it is permissible to eat from it if the choice is between its spoilage and their eating it, and there is no guarantee in this case.
