What is the ruling on using cologne for perfuming, especially that which is sold in Arab countries like the Kingdom of Saudi Arabia? And do sellers there investigate what is lawful and unlawful? And is it permissible to purchase these products with reassurance in these Islamic countries?

Cologne and other perfumes containing intoxicating alcohol are forbidden because alcohol is considered an impure intoxicant by the majority of scholars, unless the alcohol transforms into another substance before mixing. Another view holds that alcohol is not intrinsically an intoxicant, even if it causes intoxication, because khamr (definition) (wine/intoxicant) refers to an intoxicating beverage, and alcohol is not a beverage. The mere presence of such perfumes in Muslim markets is not sufficient to rule them permissible.
