The answer

The plant mentioned was known to ancient physicians for treating many diseases. The criterion for prohibition is intoxication, and not everything called alcohol is intoxicating. The alcohol found in orange peels, for example, is not intoxicating. If a beverage containing a percentage of alcohol intoxicates in large quantities, then both small and large quantities are prohibited, as is its sale and purchase, and it must be discarded. However, if large quantities of it do not intoxicate, then its sale and consumption are permissible. If the plant contains an intoxicating or narcotic substance, it is permissible to use it for treatment if it is solid and not liquid, but it is forbidden to consume an intoxicating amount of it.
