The pilgrim performing Tamattu' Hajj is obligated to offer a sacrifice (hady) under two conditions: that he is not a resident of the vicinity of the Sacred Mosque (Masjid al-), and that he can afford a sacrifice. If the obligation of the sacrifice is established but it was not offered due to ignorance or forgetfulness, then the Muslim must seek forgiveness (istighfar) and slaughter two sacrificial animals in Mecca, distributing their meat to the poor of the Haram, or appoint someone to do so, because the sacrifice is not waived by ignorance or forgetfulness. If he was unable to offer the sacrifice when it became due, he must fast for ten days.
