The answer

is obligatory, and it is not permissible for a person to perform Umrah on behalf of another if they have not yet performed Umrah for themselves. Nor is it valid to include someone else in its reward. However, if they have already performed the obligatory Umrah, they may perform an independent Umrah on behalf of one of their parents. It is preferable to limit oneself to what the predecessors did, which was not to include others in the reward of supererogatory acts, for good lies in following and evil in innovation, and acts of worship are based on divine injunction.
