The answer

If a pilgrim stipulates at the time of assuming , then neither a sacrifice (hady) nor anything else is required of him upon being prevented from completing the pilgrimage (ihsar), based on the agreed-upon of Duba'ah bint Az-Zubair, where the Prophet, peace and blessings be upon him, said to her: "Perform Hajj and stipulate, saying: 'O Allah, my place of desacralization is wherever You detain me.'"
