Is Hajj obligatory first, or the marriage of one's children?

The father must perform Hajj whenever he is able to do so, and it is not permissible for him to postpone it for the purpose of marrying off his children. This is because marrying them off is not obligatory upon him according to the majority of jurists, and this is the more preponderant view. As for the Hanbalis, who consider it obligatory, they have qualified this obligation with two conditions: that the son is unable to spend on himself, and that he is in need of marriage for chastity.
