Is it obligatory for my deceased, poor parents to perform Hajj for me to perform it on behalf of one of them, and will I receive the same reward when performing Hajj on behalf of one of them?

If the parents died poor and did not have the means to perform Hajj, then Hajj is not obligatory on their behalf. However, it is recommendable to perform Hajj on their behalf, and it is recommendable to start by performing Hajj on behalf of the mother.
Scholars have differed regarding the reward for performing Hajj on behalf of another. Some believe that the proxy receives a reward similar to that of the Hajj itself, while others believe that the reward is for the person on whose behalf Hajj is performed, and the proxy receives a great reward, like the reward for separate acts of obedience.
