If you initiate registration for Hajj now, to be able to go if the funds become available, that is good. However, as long as you do not possess the Hajj expenses now, you are not addressed by it and are not considered capable (mustati'), so you are not obligated to register from now. This is because capability (istita'ah) is a condition for Hajj to be obligatory, and acquiring the means to capability is not obligatory. So, if you acquire the Hajj expenses and are physically capable, then Hajj becomes obligatory upon you, and at that point, you must promptly register.
