Is it permissible for me to give my Zakat to my mother so she can perform Hajj?

It is not permissible to give zakat (definition) to one's mother because her maintenance is obligatory upon her son if she is poor. Furthermore, zakat is not spent for performing Hajj or Umrah (definition); it is a right of the poor and needy and those mentioned with them in the verse concerning the recipients of zakat: "Indeed, [prescribed] charitable donations are only to be given to the poor and the needy, and those who work on [collecting] them, and those whose hearts are to be reconciled, and [to free] those in bondage, and to the debt-ridden, and for the cause of Allah, and to the wayfarer; [this is] an obligation from Allah. And Allah is all-knowing, all-wise."
