The answer

Changing the intention of Hajj to before entering into for Hajj is permissible by the agreement of jurists. As for after entering into Ihram for Hajj, Ahmad and a group of scholars are of the opinion that converting Hajj to Umrah is a , provided that Hajj is performed in the same year. They cite as evidence the Prophet's (peace be upon him) command to his companions who had entered into Ihram for Hajj but had not brought sacrificial animals (hady), to release themselves from Ihram and make it an Umrah. In contrast, the majority of jurists prohibit this, interpreting those Hadiths as specific to that particular situation. Some scholars have favored the recommendation of changing Hajj to Umrah for those who have not brought sacrificial animals.
