Your husband is not permitted to remain without official documents if this contravenes the laws of the country he resides in and leads to disgrace or humiliation. He must pay the taxes that are legally authorized, and it is not permissible to evade them. If his refusal to pay taxes is unreasonable, then he is not allowed to perform Hajj with the money he accumulated in this manner. However, if the situation is otherwise, then there is no blame upon him.
