Is it permissible to perform Umrah or Hajj by installments, and is it permissible to use money for that at a small percentage or as a fee for the procedures?

There is no objection to establishing an office to facilitate Hajj and Umrah (definition) in exchange for a sum of money to be paid later in installments, because this falls under the category of benefits for which payment can be made in advance or deferred, as the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
