The evidence for this is that the Prophet, peace and blessings be upon him, and his Companions vocalized it. However, if the pilgrim in ihram does not mention this in their talbiyah, there is no harm, because the intention's place is the heart. As for vocalizing the intention in all acts of Hajj, there is no evidence for its permissibility; rather, it is an innovation (bid'ah), because the Prophet, peace and blessings be upon him, did not do it.
