Is the one who is prevented (from completing Hajj or Umrah) and cannot find a sacrificial animal required to go and bring the sacrificial animal and slaughter it?

If someone enters into a state of ihram (definition) for Hajj or Umrah (definition) and is then prevented from completing it (besieged/restricted), they must sacrifice a hady (a sheep or one-seventh of a camel) at the place of restriction in order to exit the state of ihram. If they cannot find a hady or its price, Malik and Abu Hanifa held the view that they may exit ihram and owe nothing. Al-Shafi'i, in his more authoritative opinion, held that they should then move to feeding the poor, and if unable, fast one day for every mudd of food. Ahmad – which is also a second opinion of Al-Shafi'i – held that they should fast for ten days and then exit ihram, and this is the most correct view.
