Should Hajj be performed on behalf of a martyr?

It is permissible to perform Hajj on behalf of another person, provided that one has already performed the obligatory Hajj for themselves. The martyr is alive with his Lord and is provided for, and he rejoices in what Allah has given him of His bounty. All sins of the martyr are forgiven except debt. The martyr is in need of an increase in rewards and ranks, so there is no harm in performing Hajj on his behalf.
