Whoever passes by the intending Hajj or ', it is obligatory for him to enter into a state of from there. If he passes beyond it without Ihram, he must return to it to assume Ihram. Otherwise, a compensatory sacrifice (dam) becomes incumbent upon him, which is to be slaughtered in Makkah and distributed among the needy.
