Is it obligatory for one who has entered into the state of ihram for Umrah not to exit it until after completing the rituals, if she is menstruating after ihram and is unable to perform Umrah before returning to her country?

It is obligatory for someone who has entered into ihram (definition) for 'Umrah (definition) to complete it, based on the Almighty’s saying: (And complete the Hajj and 'Umrah for Allah). Menstruation does not prevent one from entering into ihram or remaining in it, as happened with 'Aisha, may Allah be pleased with her. The return of a woman who has entered into ihram for 'Umrah to her country without completing it is a mistake, and she must return to complete the 'Umrah along with sincere repentance. As for the prohibitions of ihram, for acts of comfort such as perfume and wearing tailored clothes, there is nothing due to ignorance. For acts of destruction like shaving and cutting nails, there is a fidyah (definition) (expiation) which is fasting, charity, or a sacrifice. If intercourse occurred, ignorance of its ruling is an excuse, and it does not invalidate the 'Umrah.
