Is it permissible for this female student to travel with her father to the city of study (Kafr El-Sheikh or El-Wadi El-Gedid), then for him to leave her in the expatriate women's dormitory, and then for her to return from the city of study with other girls from Mansoura without a mahram?

The majority of scholars do not permit a woman to travel without a unless it is out of necessity. However, staying in another country, if it is safe, does not require the presence of a mahram. If you find a mahram to accompany you, do not travel without him. If no mahram is available for your return except your father, and traveling would be difficult for him, then we hope that it is permissible for you to adopt the view of those who permit safe travel without a mahram, especially when accompanied by other women.
