The answer

It is permissible for a woman to work as a hairdresser for other women, provided it is within the bounds of what is permissible; such as thinning hair for adornment or due to difficulty in cleaning it. However, it is disliked to completely shave the hair unless there is a necessity, or if it resembles the style of disbelieving and immoral women, or men. Her earnings are lawful, and her Hajj, , and expenses from it are valid. As for a man working as a hairdresser for non- women, it is forbidden. It is permissible for mahram women, but it is preferable that women handle this task.
