Is money earned from brokering female labor, despite women traveling without a mahram, considered unlawful or lawful, given the sin of traveling?

A woman is not permitted to travel except with a mahram (definition) (unmarriageable kin), due to the hadith (definition): "It is not lawful for a woman who believes in Allah and the Last Day to travel for a distance of one night unless she is accompanied by a man who is her mahram." However, the commission taken for brokerage in a permissible matter is permissible, unless the travel without a mahram is intended as part of the brokerage itself. In that case, the fee taken as compensation for facilitating or arranging a woman's travel without a mahram becomes unlawful.
