The answer

The waiting period () for a woman who has despaired of menstruation is, by consensus, three months, based on the Almighty's saying: "And those of your women who have despaired of menstruation, if you have doubts, their waiting period is three months, and also those who have not menstruated." It is not permissible for anyone other than the husband to marry a Khul'-divorced woman who has despaired of menstruation after only one month of her waiting period has passed.
