What is the ruling on a man married to two women performing Hajj with one of them, leaving the other in a foreign country like Germany without a Mahram or relatives, knowing that she works late hours, and he refused to bring a Mahram for her, and he went for Hajj 12 days before his actual Hajj for worship, and she was the one who asked him to perform Hajj?

There is no objection to a man traveling for Hajj and leaving his wife without a mahram (definition) if he is confident of her safety. If the Hajj is at the husband's expense, he is not permitted to perform Hajj with one of his wives without the other, unless by drawing lots or with the consent of the other wife. This is due to the obligation of justice between them. This is the view of the majority of scholars, and drawing lots is obligatory for a journey of worship according to the Malikis, which is the preferred view for fatwa (definition). However, if the wife will perform Hajj at the expense of someone other than the husband, there is no objection to him accompanying her, even without the consent of the other wife or drawing lots. He is not permitted to prevent her from performing Hajj if it is an obligatory one.
