If women submit travel requests after they have traveled, there is no sin in completing their files, as this is not an assistance to disobedience. However, if the matter is before their travel, it is not permissible to assist due to the cooperation in sin involved, and one must switch to another job. A woman traveling without a is forbidden by consensus, and leniency in this regard is only for obligatory Hajj and or any act of proximity [to Allah], nothing else.
